Yes, you can buy Goku Black from the DRAGON BALL: Sparking! ZERO in-game shop. All you need to do is spend 75,000 Zeni. That way, you'll save yourself some time, as you won't have to collect any Super Dragon Balls.

However, there's a little catch; you need to be Player Level 20 or above to have Goku Black available in the store.

To get Goku Black, you have to collect the Super Dragon Balls and obtain a wish from Super Shenron. To do this, finish all of Goku and Future Trunks Episode Battles. In case you have the Ultimate Edition, summoning Super Shenron will happen when you launch the game.
