LoL Patch 14.21 buffed Irelia's Q in many ways - lesser mana cost, smaller cooldown, and more damage. However, you must keep in mind that her R no longer reduces the Q cooldown and her Q has lesser bonus damage to minions.
Brand is getting demoted from the A-tier after a serious nerf. He has lesser mana regen, his passive deals less damage and his Q costs more mana. You'll have a harder time with him in lane but he's still a decent pick.
