It's important to note that you can check which activities increase your Tolerance by looking at the icon of a heart between two hands on the map.
Masked People
One of the best ways to boost your Tolerance is to listen to the tribes of Euchronia. The good news is that every city has one Masked Person who's a member of the Mustari tribe, and if you talk to them, they will increase your Tolerance.
The more you interact with the Masked People, the more points you'll gain.
Heismay
While you're on the Gauntlet Runner, don't forget to spend time with Heismay. Talking to him will provide you with Tolerance points, and you can even see him twice if you interact with him in the evening.

Quests
Side quests are perfect for maxing out your Tolerance. Make sure to check the list with all quests to see which ones increase this stat. If you're still in the early stages of the game, we recommend completing a Breath of Fresh Air.
Books
