Throne and Liberty Star Powders & Star Clusters
Star Powders are dropped by the goblins in the area, so you'll need to defeat as many as you can until you get 40 units of the material in your inventory at the same time.
The second method of obtaining Star Powders is by destroying Star Clusters. These items look like rocks, and they are scattered around the ground of the event area. Approach them and attack them until they're gone. That way, you'll finish the first two objectives of the Seven Monument Stones quest.

Throne and Liberty How To Submit a Monument Stone
At the beginning of the event, there will be seven Monument Stones, and you'll have to submit your Star Powders to one of them if you want to gain a score. Don't worry about the rest of the Stones, as they will be made inactive throughout the event.
Wait until only three minutes are remaining, and when you see that there are 2 Monuments left, go to them and submit your Star Powders. This will complete the entire Seven Monument Stones quest.
