Miss Fortune
MF is an easy, beginner-friendly champion. There's no surprise that she's topping the chart for the most-played LoL champs. She's insanely powerful and completely fool-proof.
Caitlyn
With insane range and damage, Caitlyn is both among the most played and the most banned champions. She's a pretty serious foe who can bully you in bot lane like no other. Keeping in mind how huge is her ban rate, she's probably more popular than Miss Fortune.

Teemo
Teemo's poison damage, stealth mechanics, and ability to kite opponents make him incredibly annoying to play against - this explains why he's so widely banned. Currently, he's a viable choice for support, top lane, and jungle so he's a triple threat with crazy map control.
Lee Sin
Lee Sin doesn't leave the most-played chart, does he? He's still one of the most popular jungler picks, although Viego gets more love in the current League of Legends patch. He's easy to play and amazing when mastered. His mobility allows for great outplays so his popularity is understandable.
Viktor
The reworked Viktor is both among the most played and most banned champions in Ranked. This isn't surprising as most newly released champions have the same fate. Players either want to try him out on the Summoner's Rift badly or are afraid of facing him unprepared.
