In the current early access build of No Rest for the Wicked, the maximum level you can reach for any of your characters is 30. It's very common for players to complete the early access main story at around level 15-17, and the endgame Crucible dungeon rewards you with level 21 items. Whether or not the entire early access stage of the game is going to cap out at level 30 remains unknown, but the roadmap that was shared by the developers before the release of the game indicates that new areas and zones are going to be arriving in its second major update.

The first big update is supposed to be adding co-op and PvP to the game, so there is quite some time before we see actual new areas around Sacrament.
