Wuthering Waves: Phoebe Build Guide

Phoebe is the newest limited 5-star character to join the Wuthering Waves roster. She is a Spectro Rectifier user that can be used as either a main or sub DPS depending on how you wish to play her and slot her into your teams. She is a unique character who uses the newly introduced Frazzle mechanic, and while there currently aren’t many units that can efficiently function alongside this mechanic, there might be future units that lean more into it, which might just open even more possibilities for Phoebe. In this guide, we’ll show you the best way to build Phoebe so that you can get the most out of her!

Phoebe is a 5-star Spectro Rectifier user. She is the first Spectro Rectifier DPS unit in the game, and she offers an interesting playstyle that revolves around swapping stances to change the way you play Phoebe. Phoebe’s Force Circuit allows her to enter one of two stances known as the [Absolution Stance] and the [Confession Stance]. Each of these stances offers a different way to play Phoebe, with the Absolution Stance focusing on a main DPS playstyle, while the Confession Stance focuses on a sub-DPS playstyle. As of Version 2.1, there aren’t many units that can reliably bring out Phoebe’s full potential as a sub-DPS, so we generally advise you to focus on playing Phoebe in the Absolution Stance until more units capable of using the Frazzle mechanic are added in the future.

2	Stringmaster	Grants 12% Attribute DMG Bonus. When dealing Resonance Skill DMG, increases ATK by 12%, stacking up to 2 times. This effect lasts for 5s. When the wielder is not on the field, increases their ATK by an additional 12%.

3	Ocean's Gift	Dealing DMG to enemies with Spectro Frazzle increases the wielder's Spectro DMG by 6%, gaining 1 stack per second for 6s, stacking up to 4 times.

When it comes to weapons, you generally want to go for Phoebe’s signature weapon, the [Luminous Hymn]. This weapon will give you all of the stats you need to build Phoebe as a main DPS, while also greatly increasing the damage of her Basic and Heavy Attacks, as well as the damage of the Frazzle DoT effect. However, if you do not want to spend the pulls on her signature weapon, there are also good F2P variants you can use on her.

For echo sets, there is no doubt that the new Eternal Radiance is the best set to farm for Phoebe. It greatly increases Spectro DMG, and it also gives a ton of CRIT Rate, which, if you combine it with Phoebe’s signature weapon, will make it quite easy to build her.

Skill Priority

Lastly, for skill priority, you first want to focus on Phoebe’s Forte Circuit, followed by her Resonance Liberation, Skill, Intro Skill, and lastly Basic Attack.
