You will first need to speak with these NPCs to learn the Expert Leatherworking Skill.
You will need to focus on the following recipes to quickly level up your Leatherworking to the max 225 skill during Phase 2.

WoW SoD Phase 2 New Leatherworking Recipes
These are the new recipes you can get from the 10-man Gnomeregan Raid. All of these recipes can be purchased from Ziri "The Wrench" Littlesprocket, however, you will need to complete the epic crafting quest chain to be able to purchase everything besides Pattern: Faintly Glowing Leather.

You can get Irradiated Leather Scraps by turning in Grime-Encrusted Salvage at The Salvagematic 9000 in Gnomeregan next to Ziri "The Wrench" Littlesprocket once you have completed the quest chain.
Faintly Glowing Leather will be a very important reagent for the other professions in Phase 2 so you can make a lot of gold by selling it once you get your hands on it.

You can also make use of your Leatherworking profession to fill up Waylaid Supplies during Phase 2 or even sell the items needed to complete the deliveries.
Since Blizzard has changed the functionality of Waylaid Supplies, you can now only turn them in for reputation rewards or sell the empty caches for some silver.
